While the implementation of postal reform has been a most welcome development for magazine publishers, the magazine industry continues to work with the Postal Service and individual mailers to make periodicals mail more efficient and less costly for the Postal Service to handle. We will need a financially sound and stable postal system for years to come. In addition, MPA has been actively engaged in the Postal Service and Postal Regulatory Commission efforts to establish service standards for each class of mail and a service measurement system as well as the review of the universal service and postal monopolies required under the new postal law.
The PRC is also preparing a report to the President and Congress on the scope and standards of universal service and the postal monopoly. The report, required by the PAEA and due at the end of the year, is to include any recommended changes to universal service and the postal monopoly that the Commission considers appropriate. To obtain feedback from interested parties, the PRC plans to solicit written comments in a Commission proceeding and hold three field hearings in May and June.
